Supreme Court declines to take up two more gay rights cases

WASHINGTON (Reuters) - The Supreme Court, a day after deciding two major cases on gay marriage, declined on Thursday to take up two more cases on the issue.
The cases concerned Nevada's ban on same-sex marriage, and an Arizona law that denies state benefits to "domestic partners."
The court declined to take the cases without comment. Its action means an appeals court ruling striking down the Arizona law stays in effect, while litigation over the Nevada law will continue.
On Wednesday the justices struck down a key part of a federal law, the 1996 Defense of Marriage Act (DOMA), that denied federal benefits to same-sex married couples.
The justices avoided deciding the constitutionality of a California law enacted in 2008, called Proposition 8, that banned gay marriage. The justices found that supporters of the law did not have standing to appeal a federal district court ruling that struck it down.
The Arizona case concerns a law that limits health benefits to employees' spouses and dependants, thereby excluding domestic partners, including those in same-sex relationships. Gay marriage is not recognized in Arizona.
Prior to the law being enacted via a ballot initiative in November 2008, the state had for several months allowed same-sex domestic partners to receive health benefits.
Gay and lesbian state employees sued before the new law was due to go into effect in January 2011, saying it violated their equal protection rights under the U.S. Constitution.
A federal district court issued a preliminary injunction preventing the law from going in effect. The San Francisco-based 9th U.S. Circuit Court of Appeals upheld that ruling in September 2011, prompting the state's appeal to the Supreme Court.
In the other case, supporters of Nevada's constitutional ban on same-sex marriage asked the Supreme Court to rule definitively that states could limit the definition of marriage to opposite-sex couples.
The case arose when eight same-sex couples either tried to get married in Nevada or asked the state to recognize their out-of-state marriages. A federal court dismissed their claim. The case is pending before an appeals court, but the supporters of the ban asked the Supreme Court to take an early look at the issue.
The Arizona case is Brewer v. Diaz, U.S. Supreme Court, No. 12-33. The Nevada case is Coalition for the Protection of Marriage v. Sevick, U.S. Supreme Court, No. 12-689.

The New England Patriots didn't wait for Aaron Hernandez's legal troubles to play themselves out.
Hours after police arrested Hernandez in connection with a homicide probe Wednesday, the Patriots cut the tight end who had signed a five-year deal with New England just last summer.
"Words cannot express the disappointment we feel knowing that one of our players was arrested as a result of this investigation. We realize that law enforcement investigations into this matter are ongoing," the team said in a statement. "We support their efforts and respect the process. At this time, we believe this transaction is simply the right thing to do."
Hernandez was taken from his home in handcuffs early Wednesday, more than a week after a Boston semi-pro football player was found dead in an industrial park a mile from Hernandez's house.
Odin Lloyd, a 27-year-old member of the Boston Bandits, was found slain June 17. Officials ruled the death a homicide but did not say how Lloyd died.
The NFL released a statement expressing sympathy to Lloyd's family.
"The involvement of an NFL player in a case of this nature is deeply troubling. The Patriots have released Aaron Hernandez, who will have his day in court," it read. "At the same time, we should not forget the young man who was the victim in this case and take this opportunity to extend our deepest sympathy to Odin Lloyd's family and friends."
The 23-year-old Hernandez was an All-American at Florida and part of a tight end duo in New England that was among the league's most productive.
But heading into the 2010 NFL draft at least one team said it took him off its draft board ? refusing to select him under any circumstances ? and all of the other teams in the league bypassed him repeatedly as he fell to New England in the fourth round.
Afterward, Hernandez said he had failed a single drug test in college ? reportedly for marijuana ? and was up front with teams about it.
Ever since he became entangled in the investigation into Lloyd's death, other off-field issues have become public.
A South Florida man filed a lawsuit last week claiming Hernandez shot him in the face after they argued at a strip club. The man, who lost his right eye, told police after the February incident that he did not know who shot him.
The Boston Globe reported that Hernandez lost his temper and threatened teammate Wes Welker during an argument in the team's weight room shortly after being drafted.
Hernandez became a father to a daughter on Nov. 6, and he said it made him think.
"I'm engaged now and I have a baby. So it's just going to make me think of life a lot differently and doing things the right way," he said. "Now, another one is looking up to me. I can't just be young and reckless Aaron no more. I'm going to try to do the right things, become a good father and (have her) be raised like I was raised."
The loss of Hernandez deprives the Patriots of the second half of one of the league's best tight end tandems. Fellow Pro Bowl selection Rob Gronkowski has had five operations this offseason on his back and broken left forearm.
Hernandez was chosen for the Pro Bowl in 2011, when he caught 79 passes for 910 yards and seven touchdowns. He missed 10 games last season with an ankle injury.
In 38 games over his three NFL seasons, the 6-foot-1, 245-pound Hernandez has 175 receptions for 1,956 yards and 18 touchdowns. Last summer, the Patriots gave Hernandez a five-year contract worth $41 million just months after the team locked up Gronkowski through 2019.
"Aaron's improved a lot," Patriots coach Bill Belichick said at the time. "He's worked hard, he's improved a lot in all phases of the game ? the passing game, the running game, protection and his overall versatility. He's doing a good job for us."
Despite the size that makes him a capable blocker, Hernandez has the speed and moves of a wide receiver and is elusive after making a catch.
Born in Bristol, Conn., Hernandez played at Bristol High School before attending Florida, where he won the John Mackey Award as the nation's best tight end as a junior in 2009. He was college teammates with two current Patriots ? quarterback Tim Tebow and linebacker Brandon Spikes on the team that won the national championship in 2009.
Hernandez had shoulder surgery in April, but was expected to be ready for training camp. The Patriots did not say which shoulder was operated on.

Makes 5 to 6 (6-ounce) servings

1 tablespoon coarse sugar
1 tablespoon crystallized ginger, very finely chopped
1 lime
2 medium (6 to 8 ounces each) peaches, unpeeled, pitted and cut up
1 recipe Ginger Syrup (recipe follows)
1/2 cup tequila
1/3 cup Cointreau or Triple Sec
1/3 cup lime juice
2 1/2 cups ice cubes

In a shallow dish combine sugar and crystallized ginger; set aside. Cut a thick lime slice; cut slice in half. Rub halves around rims of 5 or 6 glasses. Dip rims into the sugar mixture to coat; set glasses aside. Slice remaining lime into 5 or 6 slices; set aside for garnish.
In a blender combine peaches, Ginger Syrup, tequila, Cointreau and lime juice. Cover and blend until smooth. Gradually add ice cubes, blending until smooth (blender will be full). Pour into glasses. Garnish with the reserved lime slices. Freeze 3 to 4 hours.

Note: Peach season is fleeting but intense. Although you might be tempted by piles of the blushing fruit in the market in early summer, wait until late summer ? and then eat your fill. Other than eating it out of hand, there may be no better way to enjoy a perfectly ripe peach than in this lovely cocktail.

U.S. and Italian researchers have determined that brain reserve, as well as cognitive reserve, independently protects against cognitive decline in multiple sclerosis (MS). Their article, "Brain reserve and cognitive reserve in multiple sclerosis: What you've got and how you use it", was published in Neurology on June 11, 2013 (Neurology 2013;80:2186-2193). Authors James Sumowski, PhD, Victoria Leavitt, PhD, and John DeLuca, PhD, are with Kessler Foundation in West Orange, NJ. Maria Rocca, MD, Gianna Riccitelli, PhD, Giancarlo Comi, MD, and Massimo Filippi, MD, are with San Raffaele Scientific Institute, Vita-Salute San Raffaele University, Milan, Italy.
"Our research interests focus on why many people with MS suffer cognitive impairment, while others with MS withstand considerable disease progression without cognitive decline," said Dr. DeLuca, VP for Research & Training at Kessler Foundation. "With our colleagues in Milan, we explore factors associated with lack of cognitive decline despite marked changes on imaging studies." In this study, 62 patients with MS (41 relapsing-remitting MS, 21 secondary progressive MS) had MRIs to estimate brain reserve and disease burden. Early-life cognitive leisure was measured as a source of cognitive reserve. Cognitive status was measured with tasks of cognitive efficiency and memory.
Dr. Sumowski, principal author/investigator, commented on the importance of the study, saying, "We demonstrated for the first time that larger maximal lifetime brain growth (which is heritable) and early life mental stimulation (e.g., reading, games, hobbies) independently and differentially protect against cognitive decline in MS. That is, genetics and life experience independently protect against cognitive decline in persons with MS." Foundation scientists have previously documented the protective effect of intellectual enrichment in MS.

Senate passage of immigration bill on track
WASHINGTON (AP) -- Senate passage of historic immigration legislation offering citizenship to millions looks near-certain after the bill cleared a key hurdle with votes to spare.
A final vote in the Senate on Thursday or Friday would send the issue to the House, where conservative Republicans in the majority oppose citizenship for anyone living in the country illegally.
Some GOP lawmakers have appealed to House Speaker John Boehner, R-Ohio, not to permit any immigration legislation to come to a vote for fear that whatever its contents, it would open the door to an unpalatable compromise with the Senate. At the same time, the House Judiciary Committee is in the midst of approving a handful of measures related to immigration, action that ordinarily is a prelude to votes in the full House.
Rep. Paul Ryan, R-Wis., said Tuesday that the Senate's advancement of stronger border security measures makes it "even more likely" that immigration reform will pass the House and become law. He said that the House won't take up the Senate bill but will do its own legislation, and added, "the majority of Republicans support the border security" as the keystone of immigration reform. He spoke on CBS' "This Morning."
"Now is the time to do it," President Barack Obama said Monday at the White House before meeting with nine business executives who support a change in immigration laws. "I hope that we can get the strongest possible vote out of the Senate so that we can then move to the House and get this done before the summer break" beginning in early August.
House Minority Leader Nancy Pelosi, D-Calif., said Tuesday she thinks it's important for the House to have its own bill and said, "Let's be optimistic about it."
Pelosi told CNN she thinks it has an excellent chance of passing there because GOP lawmakers are the party's poor showing with Hispanic voters in last year's presidential election "sends an eloquent message" to them.
Obama's prodding came several hours before the Senate voted 67-27 to advance the measure over a procedural hurdle. The tally was seven more than the 60 needed, with 15 Republicans joining Democrats in voting yes.
"I think we're building momentum," said Sen. Bob Corker, R-Tenn., who worked with Sen. John Hoeven, R-N.D., on a $38 billion package of security improvements that helped bring Republicans on board by doubling the number of border patrol agents and calling for hundreds of miles of new fencing along the border with Mexico. Those changes brought border security spending in the bill to $46 billion.
"The bill has been improved dramatically tonight by this vote, there's no question," Corker said. "My sense is we're going to pass an immigration bill out of the United States Senate which will be no doubt historic and I think something that's very, very important to this nation."
Last-minute frustration was evident among opponents. In an unusual slap at members of his own party as well as Democrats, Sen. Ted Cruz, R-Texas, said it appeared that lawmakers on both sides of the political aisle "very much want a fig leaf" on border security to justify a vote for immigration.
Senate officials said some changes were still possible to the bill before it leaves the Senate ? alterations that would swell the number of votes in favor.
At the same time, Sen. Roger Wicker, R-Miss., who voted to advance the measure during the day, said he may yet end up opposing it unless he wins changes he is seeking.
Senate Democrats were unified on the vote.
Republicans were anything but on a bill that some party leaders say offers the GOP a chance to show a more welcoming face to Hispanic voters, but which tea party-aligned lawmakers assail as amnesty for those who have violated the law.
At its core, the Senate bill would create a 13-year pathway to citizenship for an estimated 11 million immigrants living illegally in the United States.
The measure also would create a new program for temporary farm laborers to come into the country, and another for lower-skilled workers to emigrate permanently. At the same time, it calls for an expansion of an existing visa program for highly-skilled workers, a gesture to high-tech companies that rely heavily on foreigners.
In addition to border security, the measure phases in a mandatory program for employers to verify the legal status of potential workers, and calls for a separate program to track the comings and goings of foreigners at the nation's seaports and airports.

World Bank urged to stop ranking countries on ease of doing business
LONDON (Reuters) - An independent panel set up by the World Bank to look at the validity of one of its highest profile country rankings said on Monday the Bank should stop producing it because it may be misleading.
The Bank's annual "Doing Business" report judges 185 countries on 10 criteria and compiles an index on the ease of doing business, assigning each country a rank. The rankings can carry huge weight with governments.
But a panel initiated by the Bank's new president, Jim Yong Kim, found that the rankings could too easily be affected by small factors and were sometimes not objective.
"The panel believes the Bank should make a clean break with this practice," it said in a report. The panel was headed by South Africa's planning minister Trevor Manuel.
"It is important to remember that the (Doing Business) report is intended to be a pure knowledge project. As such, its role is to inform policy, not to prescribe it or outline a normative position, which the rankings to some extent do," the report added
Singapore topped last year's rankings while Central African Republic was bottom. Russian President Vladimir Putin last year declared a policy objective of raising Russia's ranking to 20th by 2018 from the current 120th place.
According to several sources, China has pushed for modifying the report and getting rid of the ratings system, arguing that the World Bank should not rank its members.
China was ranked number 91 in the most recent report, prompting suspicions that its opposition was motivated by the low ranking.
Instead of a ranking, the panel suggested assigning scores for each of the indicators for each country.

Climate change, business top Kerry visit to India
NEW DELHI (AP) ? U.S. Secretary of State John Kerry will urge fast-growing India on Sunday to curb emissions that contribute to global warming and ease barriers to U.S. business and investment in the world's largest democracy that is viewed as a counterweight to China.
New Delhi is the second stop on Kerry's two-week visit to seven countries in the Mideast and Asia. During his stay, the top U.S. diplomat also is expected to discuss a myriad of other topics, including enhancing security in the region and prospects for finding a political resolution to the war in Afghanistan.
Kerry has traveled to India before, but his two-day visit is his first to the country as secretary of state. He is to deliver a speech that will focus on climate change along with other bilateral issues.
India has installed about 1,000 megawatts of solar power in the past 2 1/2 years ? about one fifth with American financing. Education also will figure prominently in their discussions. India is facing the challenge of educating about 500 million young people during the next decade or so and there is an opportunity for U.S. schools to help meet the demand.
Discussions also will include India's relationship with its archenemy, Pakistan, and the hope that Pakistan's new president, Nawaz Sharif, will try to improve relations, thus reducing the chance of a fourth major war between the nuclear-armed neighbors.
Kerry is talking about climate change just two days before President Barack Obama is to unveil his long-awaited national plan on the issue.
People consulting with White House officials on Obama's plan say they expect the president to put forth regulations on heat-trapping gases emitted by coal-fired power plants that are already running. Environmental groups have been pleading with Obama to take that step, but the administration has said it's focused first on controls on new power plants.
More than half of India's power comes from coal and while the U.S. has emission issues of its own, it wants to see India and other nations in the region rely less on old, coal generation facilities. The U.S. is backing a Turkmenistan-Afghanistan-Pakistan-India pipeline that would bring energy to a power-starved region.

A day after Davey Johnson projected Tuesday as Bryce Harper?s target date for a rehab assignment, the Nats outfielder said that may be wishful thinking.?
Harper himself doesn?t expect to play until Wednesday or Thursday and hopes to have as many as six or seven minor league games before he is brought back up to join the Nationals.
?Tuesday, that?s kind of early,? Harper said. ?I?m thinking?Wednesday?or Thursday?maybe. I?m not sure. We?ll see how I feel. If I feel good, then I?ll go play. If I feel something isn?t right, then I?m not going to go play. It depends on how I?m feeling.?
Johnson said on Friday he didn?t think Harper would need a lot of time in the minors, maybe three games or so. Harper would like to be there longer.

Boston Marathon winner returns his medal to city
BOSTON (AP) ? The champion of the men's 2013 Boston Marathon returned his winner's medal to Mayor Thomas Menino on Sunday to honor the city and those killed and injured in the bombings near the finish line of one of the world's top running events.
"Sport holds the power to unify and connect people all over the world," Lelisa Desisa of Ethiopia told the crowd through a translator. "Sport should never be used as a battleground."
More than 6,400 athletes gathered on Boston Common for the 10K organized by the Boston Athletic Association, the same nonprofit that handles the annual marathon. Spots for Sunday's race sold out in 13 hours online.
"Let me tell you: As mayor of this great city for the last several years, I have never seen Boston come together like it has after the attacks," Menino told the crowd. "Thank you for making Boston stronger."
A moment of silence paid tribute to the three victims killed in the April 15 bombings and to Sean Collier, the Massachusetts Institute of Technology police officer who was shot and killed April 18 in a search for the suspects.
"The feeling here is a little weird," said Jon Everitt, an MIT student who lives in Cambridge. He said the bombings are "definitely in the back of your head."
Melissa Blasczyk, of Boston, ran the 2013 Boston Marathon and was 1.5 miles from the finish line when spectators began telling runners the race was over.
"Today I'm going to finish, run a strong race and take in the scenery," she said. "Obviously, (the attack) is in the back of your mind, but you just have to live your life.

Hanford tank may be leaking waste into soil
An underground tank holding some of the worst radioactive waste at the nation's most contaminated nuclear site might be leaking into the soil.
The U.S. Energy Department said workers at Washington state's Hanford Nuclear Reservation detected higher radioactivity levels under tank AY-102 during a routine inspection Thursday.
Spokeswoman Lori Gamache said the department has notified Washington officials and is investigating the leak further. An engineering analysis team will conduct additional sampling and video inspection to determine the source of the contamination, she said.
State and federal officials have long said leaking tanks at Hanford do not pose an immediate threat to the environment or public health. The largest waterway in the Pacific Northwest ? the Columbia River ? is still at least 5 miles away and the closest communities are several miles downstream.
However, if this dangerous waste escapes the tank into the soil, it raises concerns about it traveling to the groundwater and someday potentially reaching the river.
Washington Gov. Jay Inslee said the potential leak "raises very troubling questions." He said additional testing is expected to take several days, but he also said the state will be insisting on an accelerated plan to deal with all the waste at Hanford ? something the state and federal government will be discussing in the coming weeks.
"If we do not receive satisfaction in those meetings in the next few weeks, we have several legal options available to us," Inslee said. "And we'll act accordingly."
The state says there is no immediate public health threat and that the river is not at immediate risk of contamination.
Tom Carpenter, executive director of the Seattle-based advocacy group Hanford Challenge, said, "This is really, really bad. They are going to pollute the ground and the groundwater with some of the nastiest stuff, and they don't have a solution for it."
Downriver from Hanford in Oregon, Ken Niles was somber.
"These last few months just seem like one body blow after another," said Niles of Oregon's Energy Department. "It's true this is not an immediate risk, but it's one more thing to deal with among many at Hanford."
AY-102 is one of Hanford's 28 tanks with two walls, which were installed years ago when single-shell tanks began leaking. Some of the worst liquid in those tanks was pumped into the sturdier double-shell tanks.
The tanks are now beyond their intended life span.
Two radionuclides comprise much of the radioactivity in Hanford's tanks: cesium-137 and strontium-90. Both take hundreds of years to decay, and exposure to either would increase a person's risk of developing cancer.
The Energy Department announced last year that AY-102 was leaking between its two walls, but it said then that no waste had escaped.
However, Seattle television station KING5 has reported that the cleanup contractor and the department knew a year earlier that the tank was leaking.
Mike Geffre, an instrument technician who works for contractor Washington River Protection Solutions, said Thursday's inspection came from a pit under the tank, like a saucer under a teacup. Water samples from the pit had an 800,000-count of radioactivity and a high dose rate, which means that workers must reduce their time in the area.
"Anything above a 500 count is considered contaminated and would have to be disposed of as nuclear waste," Geffre said. "Plus, the amount of material we've seen from the leak is very small, which means it's a very strong radioactive isotope."
At the height of World War II, the federal government created Hanford in the remote sagebrush of eastern Washington as part of a hush-hush project to build the atomic bomb. The site ultimately produced plutonium for the world's first atomic blast and for one of two atomic bombs dropped on Japan, and it continued production through the Cold War.
Today, it is the nation's most contaminated nuclear site, with cleanup expected to last decades. The effort ? with a price tag of about $2 billion annually ? has cost taxpayers $40 billion to date and is estimated will cost $115 billion more.
The most challenging task so far has been the removal of highly radioactive waste from the 177 aging, underground tanks and construction of a plant to treat that waste.
The one-of-a-kind plant, long considered the cornerstone of Hanford cleanup, will encase the waste in glasslike logs for permanent disposal. But workers designing and building it have encountered numerous technical problems, delays and skyrocketing costs.
The latest concerns center on adequate mixing of the waste, with the potential for explosions if radioactivity is allowed to build up in one area, and erosion and corrosion in vessels and piping. Last priced at $12.3 billion, the cost is expected to rise further.
The plant isn't expected to begin operating before 2019, far beyond the original 2011 deadline.
Energy Secretary Ernest Moniz visited the site Wednesday for the first time since being confirmed by the Senate in May. He said he intends to have a new plan by the end of the summer for resolving the technical problems with the waste treatment plant.
Meanwhile, the Energy Department recently notified Washington and Oregon that it may miss two upcoming deadlines to empty some single-shell tanks and, amid the technical problems, to complete construction on a key part of the plant to handle some of the worst waste.

Just bobbing up and down in the waves of a million other apps is counting on an impossible stroke of luck to get noticed. Developers can be their own best advocates - but how does somebody who specializes in code and interface design come to understand what it takes to market their wares?

'Appalling' email in Illinois spurs new GOP rift
SPRINGFIELD, Ill. (AP) ? An Illinois Republican official resigned from his leadership post Thursday amid outrage over an email in which he berated a biracial former Miss America as a "street walker" who could fill a law firm's "minority quota" if she loses her bid for Congress.
The controversy, involving a county GOP leader in central Illinois who campaigned for U.S. Rep. Rodney Davis, created a new rift for Republicans already struggling to expand and attract women and minority voters.
Davis demanded the resignation of the county official, Jim Allen, after learning of what he called a "wrong, appalling and incredibly demeaning" email targeting Erika Harold, Davis' opponent in the March 2014 Republican primary.
Sent to Republican blogger Doug Ibendahl, the email referred to Harold as a "street walker" and "love child" of Democrats and suggested the Harvard graduate could fill a "minority quota" at a law firm should she lose the race.
Ibendahl, also a former party official, posted the email Wednesday on his website.
"I hope some of these bullies learn a lesson from this," he told the Associated Press on Thursday. "Our party has a huge branding problem nationwide, especially in Illinois. This guy's attitude sets us back. It's confirmation as to why women and minorities don't take the Republican party seriously."
Allen apologized for his message in a brief statement to the (Champaign, Ill.) News-Gazette and resigned from his post Thursday afternoon.
Harold released a statement, saying Allen's comments have "no place within public discourse."
Champaign County GOP Chairman Habeeb Habeeb ?who is staying impartial in the 13th District GOP primary ? was so offended by the comments he left a message for Harold and personally apologized to her father.
"I don't see that kind of vitriol in everyday Republican circles," Habeeb said. "The party has changed and these things just set us backward."
The incident highlights the rocky path the national party has forged in recent months, with comments such as Allen's derailing efforts by the GOP to become more of a "big tent" organization.
After performing poorly at the polls in November, Republican National Committee Chair Reince Priebus released a "prescription" for the party's future. Along with changing its tone on social issues to win over younger and minority voters, the party would need to make a concerted effort to elevate more women, Priebus said.
Along with state party officials, Priebus on Thursday joined in the chorus calling for Allen's resignation, via Twitter.
"Chairman Allen's astonishingly offensive views have no place in politics. He should apologize and resign immediately," Preibus wrote.
Harold seeks to be catalyst for change in the GOP. When she announced her bid earlier this month, Harold said she believes she can help expand the party's voting base and reach people who don't traditionally vote Republican.
Former Illinois GOP Chairman Pat Brady, who stepped down last month after coming under fire from state central committeemen over his support of gay marriage, said comments like Allen's are an unfortunate distraction.
Without a Republican governor in Illinois or a Republican president to act as the party's "mouthpiece," Brady said, these comments only get more traction. But they also create a sort of wag-the-dog situation, working to block the election of Republican to those roles.
Davis' congressional district in in central Illinois has been targeted by the Democratic Congressional Committee as a pick-up seat in 2014.
Davis, a freshman, in November defeated emergency room doctor David Gill by approximately 1,000 votes. It was Gill's fourth bid for Congress.
"We do need to welcome folks from all walks of life, regardless of where they come from what they look like and what their policy preference is," said Davis said. "There are no excuses for his behavior. I am not making any. I sure hope it doesn't affect my campaign."

Christian group apologizes to gay community
ORLANDO, Fla. (AP) ? The president of a leading Christian ministry dedicated to helping gays repress their sexual urges through prayer has apologized to the gay community and says the group is shutting down.
Alan Chambers said on Exodus International's website Thursday that the group wants to apologize "to the gay community for years of undue suffering and judgment at the hands of the organization and the church as a whole."
Chambers also says he is sorry the group promoted sexual orientation change efforts and apologized for not challenging Christians who called gays names like "sodomite."
Phone messages left at the group's Orlando, Fla., headquarters were not immediately returned Thursday.
Exodus International was founded 37 years ago. It claimed 260 member ministries around the U.S. and internationally.

The PETA International Science Consortium (PISC) is extremely disappointed that the European Chemicals Agency (ECHA) Board of Appeal has upheld a decision that requires Dow Benelux B.V.to conduct a pre-natal developmental toxicity study in rats. The study will use approximately 1160 animals and expose pregnant rats and their unborn pups to the substance dipropylene glycol methyl ether acetate (DPMA) in order to comply with the European Community's Regulation on the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH).
PISC urges the Board of Appeal to demonstrate greater independence when making decisions regarding the justification of read-across arguments in future appeal cases.
The substance DPMA hydrolyses to dipropylene glycol methyl ether (DPM), for which data are already available. In an appeal filed on January 24, 2012, the company rightfully argued that the testing requirement was, therefore, satisfied using read-across arguments.
The Board of Appeal's decision means that pregnant rats will be forced to consume high concentrations of the chemical over a 16 day period before being killed and their offspring, dissected. Read-across arguments are a mechanism by which large numbers of animal tests can be avoided which makes this decision even more disappointing as it may unjustifiably discourage other chemical manufacturers from using valid read-across arguments which could ultimately lead to hundreds of thousands of additional animals being used. As many as ten million animals could be used in testing conducted for REACH.
The European Ombudsman is currently considering a complaint submitted by PETA in July 2012 alleging that ECHA is failing to ensure that animal testing is conducted only as a "last resort," as required by the REACH regulation.
